Title: New least cost pc

I want to build a new Pc but at minimum cost anyone got any idea's MB Chip, case etc.
Ideally it has to run Win 7 or 8 with corel draw so will need a graphics card or good inbuilt graphics. This is to replace old dell 2.2 Ghtz pc's.

Performance at low cost best value is what I am looking for cheap board & chip combination with powerful chip? am I asking to much?

No one got any input on what MB & Chip I should buy  to get this going?
Whats Latest MB that is inexpensive takes an I7 chip with hyper threading ?????
