Title: GA-970A-D3 Not charging Phone

I have a Gigabyte GA-970A-D3 REV 3 motherboard that will not charge my phone while I am in windows. I am stumped on this issue as my phone will charge while my computer is in the BIOS. I have tried re-installing the on/off charge drive with no success. It seems as if it stopped charging my phone after I updated from windows 8 to windows 8.1. Anyone know of this issue and on how to fix it? I have done some searching online and haven't found any useful info. If it helps I am using a iPhone 4S and my CPU is a AMD FX-4130. I know everything is getting power because my back lit keyboard will light up. Windows is seeing the phone but it also wont show up in itunes at all.

Not sure if this is the case now but I remember a few years ago that you had to have itunes installed in order to charge an iphone.
