Title: GA-Z87X-UD4H Restarting on Shutdown

Just installed motherboard and loaded OS.  I did all the Windows updates.  I then did a BIOS update from F7 to F8 and it seems like I had the issue after that.  No extra software installed on the OS.  It is completely random so far,  shuts down fine 50% of the time.  Is anyone else having this issue or know what is causing it?

MOBO - GA-Z87X-UD4H
Processor - Intel Core i7-4771 Haswell 3.5GHz
PS - Antec Neo HE 50 (500w)
Mem - CORSAIR Vengeance 16GB (2 x 8GB)
OS - Windows 7 64bit

Update
I have tried all the usual suspects to resolve it.  I have switched to the backup bios and it does it there as well, so F7 or F8 version of the bios does it.  I have removed all cables from the back of the PC and it does it, so no peripheral are causing this.  I have switched all the Wake on Lan setting both on the bios and in Windows.  I have also checked the power leads from the case power button to the motherboard and that is fine as well.  The only thing I have not tried is another power supply.  This power supply came out of another computer and it was working fine in that PC, so I assume that its still good and should not be doing this in this PC.

Anyone have any suggestions on what else I could try?

When you say that it will not shut down. It is just sitting the with "windows is shutting down"?
