Title: HELP! GA-81865GMME-775 Motherboard

My PC fitted with Gigabyte GA-8165GME-775 motherboard fails to boot up beyond showing the desktop “without icons” stage. So what I am essentially seeing is the screensaver. The System Tray does not appear either.
I suspect the CPU and/or Mother board could be the problem, but I have no real way to prove either.
I was able to access the BIOS and noted that the CPU fan speed fluctuates between 3443 and 3835 RPM with a CPU temperature of between 53 & 54 degrees centigrade. The CPU fan is also set to AUTO in smart fan mode. The System fan speed is zero.
Prior to the system failure I was also aware for sometime of a fan running periodically at high speeds, but never been able to understand why that was so.
Is anyone able to help? A new hard drive was fitted about six months ago.

So you're only seeing the desktop background and no icons etc? It could well be a windows issue tbh. What processor are you using? Are you using the stock heatsink?

The system is fitted with an intel E5400 processor. Sorry for the delay in responding.
