FM2+ AMD APUs offer native support for 8 GT/s PCI Express gen 3.0 .............!
I am interested in Athlon x4 860k ,which is also Kaveri FM2+ family ,,,,,,,,will support or not PCI Express 3.0.........?

According to unconfirmed information,
than PCI Express gen 3.0 ,,,,,,,amd x4 860k also support Unified Video Decoder 4.0 and Video Coding Engine 2.0
*Future Excavator-based AMD microprocessors may upgrade the UVD engine to version 6. One of the anticipated features of this UVD could be support for H.265 format (this feature is not confirmed).th.V

It cant have UVD engine as it is a CPU only.
The PCI-E 3.0 is a feature for Kaveri APU-s that it has ,the only way you get PCI-E 3.0 with AMD is using Kaveri based APU/CPU.
The 860K looks like a great choice.
