Do you have two fans on your CPU?

That is really 3rd or 4th core. I could be wrong but. It might be that at the time it isn't really using it. That might be why the temp is so low.

i had one cpu fan, now i installed a hyper 412s, and i have 2 fans.
i see its the system fan who have the error, the one in the back of the case. the cpu fan is fanin0.
the second cpu fan is connected in another system fan 4 pin, and in the bios the rpm are 500- 675000, but in hw monitor its normal
with the stock cooler when i use intel burning at maximum, the core temp go up to 43-47 °c
with hyper 412s and 2 arctic f12 the temp is 23-27 °C its possible?

Yes that is about right. You stock cooler will always run hotter. With that Hyper you will get good cooling.
