Title: I cant get my gpu to cool down

I cant get my gpu to cool down it runs at 70c constant if i play game or not i have never overclocked it it is a gtx560 and i have a 4thgen i5 with a g1 sniper motherboard and i cant even play league of legends running at 15fps don't know what the problem can be.

I also have a coolermaster haf xb with a top 200 x 30 mm fan
