Title: Motherboard has a red light and it doesn't boot.

The motherboard lights up with a flashing red light. The fans spin, but then they instantly turn off. I have RMA'd the motherboard, and the CPU.

It appears you are not even close to meeting the system requirements that are published in your Newegg link to run the DEVIL video card.

Does it boot up with the onboard graphics?
