I have troubles with OCing i5 6400 on GA-Z170-D3H, bios F5b, changed to F5c recently, both same behavior. 4,5ghz, 167 bclk, 1.385 vcore, 1,250 vccio, 1,250 vccsa
And i have troubles of booting my computer after turning off in windows. When i do so, on next start i see looping reboot, every 2 sec before POST done.
I still can normally reboot. I can almost normally boot if remove power cable for a while and drain current from the capacitors.
Actually, i need that high vccio/vccsa to boot "cold". Without it it can't boot at all.
That boot problem is very annoying.
It occurs when i try to set bclk more than 151+
On 150 i can set everything auto, and it goes perfectly stable, always boots normally.
When i start windows with 4,5 ghz (167 bclk, 1.38 vcore) i can run tests, play games.

What i'm doing wrong? How to fix that?
Add:
tried to set different FCLK 400 / 800/ 1000, same effect
Uncore ratio 20, 23, 24, 27 - same
PLL overvoltage. Have instability when +45 and pretty ok on 500-600. (+900 is max)
Tried remove manually c-states, tutbo bosst and internal graphics
PSU Cougar PowerX 550w, RAM Kingston KVR 2133 mhz, green, Windows 10 Enterprise

Base clk i5 6500 is 2.7
Turbo 3.3
4.5 isn't working. That's a pretty aggressive OC :P I'd consider a "K" series processor for OC.
You may want to ask for help in the OC forum.
