Title: New Computer Will Not Boot to Windows

Built my SO a computer for Christmas, and she's been having nothing but trouble getting it to work. We picked out the GA-Z170N-WiFi board and an i5-6600k along with a GTX 1060. I gave her a SSD I'd swapped out of my laptop and a copy of Windows 8.1 Pro I no longer use. Problem is, is it has a really hard time getting to the desktop. Initially I'd plopped the Samsung PM951 into the M.2 slot without wiping it and the computer started up just fine. We reformatted the drive and reinstalled Windows and it failed to find the drive. Flashing the F20 BIOS to the board temporarily solved the issue, but when she came back the next day it wouldn't leave the BIOS again. I've seen a handful of people running into RAM issues, and we're going to try swapping out her 2x8GB Crucial Ballistix Sport 2400 Kit for a set of 4x4GB Corsair Vengence LPX 3000 I had in a drawer. There's no other storage devices connected and her USB ports are only populated by a Razer Death Adder and Razer Blackwidow Chroma.

Hi, before you installed windows, did you load/install Intel Sata Preinstall Driver that you put on a USB key? Here's where to find it ...

Enter your windows and scroll down to Sata drivers. Try this link

I would start fresh: clear CMOS and redo your settings in Bios.
Format drive where you want to put windows. Download files in upper link to USB key.
Reinstalled Windows with preinstalled Sata raid/ahci drivers. Do try with your new memory kit 4x4Gb. Give news n good luck

I seem to recall F20 being extremely problematic.. and everyone has been encouraged to use a beta variant of this bios for reliability and stability.  There is no reason to flash up if you are using current gen CPU.  Since you mention F20, I assume you have a rev1.0 board.  Might be wise to return to FA. 

I'd use the F6 preinstall driver as PureFunJay recommended...  You might have better luck with the LPX memory over the 2400Mhz ballistixs.

Solve one issue at a time.  Either the memory is working and allows the system to POST and run, or you might have incorrect BIOS settings and have not used the correct method (UEFI) and pre-install driver to install windows.
