When streaming files from the internet, the file size, compression being used, your downstream bandwidth as well as your systems performance capability can affect the display/sound quality of video playback. A fast PC with lots of memory will still choke if you try to render hi res video from a low bandwidth internet connection. The increased CPU utilization is the decompression of the incoming video which is being written to your drive, then rendered through the GPU to your monitor. When the file exists locally, the streaming process is more efficient which translates into lower CPU utilization.
