Not sure what "feature" or setting you are referring to? Are you saying your USB ports remain powered after the system is shutdown?

Yes, in a nutshell. when i switch off the lights on my keyboard stay on. I have also noticed that my racing wheel also doesnt switch off completly. The power light on the wheel goes off but the fan still runs, before i updated everything shut off. I ave tried the USB suspension setting in windows and that did not change anything.

Ah, got it.  This is definitely a BIOS related issue.
Legacy USB Support - Try setting this to Disable and retest.  If that doesn't work, see if moving the wheel and keyboard to different ports helps.  If you are using a hub, remove it and connect directly to the boards ports.  Not a whole lot you can do in this situation if the ports remain powered after shutdown.  BIOS downgrade is another possible solution since you stated an earlier rev worked previously.
