Title: Please help me about CPU FAN problem

I'm vietnamese and I study English very  bad!So if i write wrong !please everybody Sympathize :(
I've just bought Main P55-USB3L for a week and 4days after i've got a problem. When i Login into MywinXp and don't turn on any programes,my main and Cpu are fine but when i turn on some programs (EX: Yahoo or total videoconverter) ,the bip bip sound(very low)appear and it don't stop, the sound just stop when i turn off those programs.I asked this problem  in many 4rums in my country but....no one can't answer.So everybody here can help me slove this problem?Notes: I turned off every FAN warning in my BIOS and my CPU Temperature or HDD  alway ~48C or lower.IT's main error or FAN CPU error!Thanks everybody ;D

Maybe your PSU is not strong enough?

CASE COOLERMASTER RC330
PSU COOLERMASTER 400W

400W is it strong enough??
