Title: how to check if my motheboard or processor is wrong?

I have the GA-H55M-USB3 with an intel Core i3 530 2.93 GHz. I just the graphics embedded on the processor, so I don't have a video card. Everything worked wonderful until yesterday morning when the computer did not turn on again. Well, actually it turned on, but there is no image on the monitor, and the "phase leds" that indicate CPU activity all of them remained on. Before the issue, those phase leds turned all together momentously when booting, but after that only 1 or two remained on depending of the CPU load. But this time I don't have the bios screen or anything coming from the screen.. I have of course tried with different monitors, disconnected everything from the mother board just leaved the memory the cpu and the power supply, but the behavior is the same.

Any idea how can I determine if the motheboard is faulty or if the problem is my CPU?  I am in USA, I don't have any other processor that I can change to test if it works or not, so what can I do?

Here are some things to check.
1) make sure the heatsink/fan assembly is seated on the processor correctly(with compound)
2)Check all your motherboard connections to the PSU
3)Reset the BIOS and CMOS

Another thing I just thought of is have you had any power fluctuations in the area? Or thunderstorms?
