Title: GA-P55A-UD3 Memory Voltage DDR3

In the GA-P55A-UD3 manual, it states this motherboard can accept 4 memory modules of 1.5V.

My memory is a cRucial kit 2x  2G modules working at 1.65V

I've just checked the memory support list and this particular memory is not listed.
Its impossible for Gigagbyte (and any other vendor) to test all memory,  will 1.65V  DDR3 memory work ok here?

My memory is Crucial DDR3 PC10600  1333    7-7-7-24
Crucial Kit 25664BN1337

This is listed as compatible with this motherboard on the Crucial Memory web site, so think
it will work ok.
The slightly confusing part is some memory is listed as 1.65V some as 1.5V
does this motherboard set the voltage regulator  automatically or controlled in BIOS?

If you checked on the Crucial website for this motherboard and it was listed against this memory then it should be perfectly ok. The voltage is manually adjustable in the BIOS. You may find that 1.65v is not an option in which case you can probably use 1.64v instead. You can set up all the memory timings in the BIOS yourself if you want to from the data on the side of the modules.
