Hi I have a problem with my hardware:
AMD Phenom II 940@3.5
GIGABYTE GTX 275
GIGABYTE GA-MA790X-UD4
4GB RAM
I do not know whether this problem is related to the gpu and cpu, but the thing in games such as TF2 where I set fps_max 120 fps sometimes drops below 120 for 90 or 100 and then the liquidity of the game is no longer the same it looks as if it were 20 or 30 fps and not 90
The second example is the league of legends where I have a solid 60 time drops to 50 or 55 it looks like the settings for 25 fps capture
I updated the nvidia drivers
I updated the mobo bios and gpu
I did format the entire hard drive
I have a 64-bit Windows 7
I cleaned the computer from the inside

I would check what ever programs are running in the background like anti-virus, disk defragmentation, etc and make sure that it is not something like that eating up resources. Failing that I think it would most likely be down to the drivers. There have been a lot of problems recently with drivers from both ATI and nVidia.

i got new anti-virus but nothing changed. old nod32 now kaspersky

Does this happen both when playing online and locally against the computer?
I recommend that you go into Task Manager and see what is running that isn't strictly necessary for the system to run and stop anything you can find.

I think that you misunderstood me. You need to go into Task Manager and stop and processes running that are not absolutely essential. You can then see if the problem is still there. It is all a matter of trying to eliminate things that could be causing it.

only svchost.exe took me a 100mb of ram nothing special else. it's fresh copy of windows

For the 60FPS problem, it is due to the monitor's refresh rate. Say you cap the fps to 60FPS. As long as the FPS stays at 60, then a new image will be rendered for each refresh of the monitor.
However, if the GPU fails to do 60FPS, then the monitor refreshes before a new image is ready so it displays the same image. This new image will then be displayed on the next refresh on the monitor. This effectively means that the monitor has refreshed twice by the time the new image is displayed, so 60Hz /FPS becomes 30Hz / FPS which is why it seems to stutter.
I am not sure why you get this problem above 60FPS, as each time the monitor refreshes the new image is ready / 2 new images have been rendered so the 2nd is displayed...
What resolution and settings are you using? As maybe the GPU is running out of memory, bottlenecking the system.

Actually to carry on from what Badbonji was saying you haven't got one of those 120Hz monitors have you?
