Can i Put Titan Iron Heart Northbridge Chipset Cooler TTC-CSC31TZ on 790XT motherboard???

I can't see a problem as long as you can get it to physically fit but do bear in mind that it will compromise your motherboards warranty.

This is my temp but when i touch nortbridge he is hotter than graphic card. Like VGA when play games(55C)

Really any fan that you can point at the northbridge should help if it is reasonably close. Maybe you could make up a bracket to mount the fan so that you don't have to mess with the existing heatsink and invalidate your warranty. This is what I had to do on my motherboard because I watercool and so lost the secondary cooling of the coils around the CPU.

What would be considered a safe operating temp range?
Since i installed the Artic cooler the motherboard loses some cooling.
here are the temps before and after playing Metro 2033.
I think the TMPIN0/1/2 are motherboard temps.

Don't have your motherboard so can't say if HW Monitor is reporting in the same way as it does for mine but if it is then....
TMPIN0 = Motherboard Temp.
TMPIN1 = CPU Temp.
TMPIN2 = Northbridge Temp
The figures all look OK to me and I would say you have nothing to worry about.

That is the only downside to installing third party coolers with most of them you lose most of the secondary cooling effect of the motherboard as the fan is normally directed horizontally.

The best way to keep the nb cool is to use a downward facing cpu cooler like the antec shelf kuhler or noctua nh-c12p se14.
I use both and they both blow over the nb and keep it cool. I remember when my nb was 90 C with prolimatech's cooler and now it's 45 C and never goes above 50 C.
