Title: Help GA-EP43-DS3L Q6600 No POST, Keeps reboots every several seconds

I took out the memory, video card,  etc. Only Q6600 and the speaker are left on the motherboard.
When I press the power button, phase lights are on, fan spins for several seconds, no POST, no beeps.

Any suggestions?

Hi and welcome to the Gigabyte Forum.

It is one of two things normally that cause that problem. Either the PSU isn't good enough or you have some bent pins on the CPU socket.

Can you post the make and model of your power supply please?
