I just reformated my drives and now the computer will not shut down
When I try to shut it down the screen shuts down but the fans and lights stay on.
After about 10 minutes it will BSOD and then reboot.
Any suggestions would be greatly appreciated.

Are you sure you are using shutdown, and not standby? I ask because I know windows 7 and Vista default function for the shutdown button is sleep until you change that.

If what Lsdmeasap suggests doesn't help maybe you could post as few more details of your setup.

Sounds like Windows fails to sleep. And that you are sleeping your computer instead of shut it down.
Sleep issues are linked to bad or missing drivers.
You can generate a full report in Windows 7, by opening Command Prompt as True Administrator, and type: cd C:\ hit Enter.
Now type: powercfg -energy, and hit Enter.
Windows 7 will generate a nice HTML file. You see a lot of error linked to USB port, this is not necessarily something to worry about. I would keep everything bare bone, Mouse and keyboard (potentially 4 USB error), and see from there in ruling out any problem, by updating to the latest drivers, or install the latest drivers.
When the shutdown process fails, Windows will show "Shutting down...." and just stay there, with the green circle spinning and spinning, indefinitely (even after 2min)

Actually it was a combination of a raid driver and the fact that the board sucked big time.
After month of fighting the board the shop I bought it from condemned the board and gave me a new one.
