I have a MSI afterburner and below 40% can not adjust the speed fan speed... >:(

				Hi zujko,  ;)

 Welcome to the forum,  :P

Hum, if you do not able to modify a situation by the Bios with enabled PWM parameters on PC Health Status...

Maybe you can consider buying this type of cable:

 Noise/Speed Reduction cable

Have you a 4 or 3 wire fan connector?

				Hi

Are you using the latest firmware for the graphics card ? Is MSI Afterburner also the most up to date version ?
