So I have a new build that have never worked...
It boots, BIOS, POST, etc... I can get to Windows login, but after that everything goes black.
I've RMAed the graphics card, it tested fine, it also works in my other machine... It's not drivers or anything...
Could my PCI x16 Slot cause the problems?

I would suspect that your problem is that you have onboard graphics selected in the BIOS rather than the discrete option. Go into the BIOS and change the graphics option to PEG or PCIE, anything other than onboard.

Also, be sure you have your monitor set to how you are connecting, IE HDMI, VGA, ect. I know it sounds like that would be obvious, but best for us to check and remind you now in case this is the issue.
What exact graphics card are you using? Are you using the latest BIOS for the motherboard?
Does the system boot to windows without the graphics card, using the onboard graphics? Have you tried your card in both PCIE slots?
Is this a clean windows install? If not, have you tested one? And if not what does that mean to you, was this carried over from another board, if so what board?
After windows login, have you waited before shutting it down or rebooting, if so for how long?
