Title: USB 3.0 external drive not availabe on start-up

I'm using a GA-Z68MA-D2H-B3 board with an i7-3770k ivy bridge processor. I've just built this computer and one issue I'm having is that I have a external USB3.0 drive that isn't recognized on start up of Win7 Pro 64-bit. It will show up if I turn off and back on the power of the drive though while in windows. It DOES shows up in the BIOS info on start-up. I've updated the drivers from gigabytes website with no luck, and am just not familiar with this issue enough to troubleshoot it, so I came here. This issue occurs in IDE and ACHI mode (I switched to ACHI because this is a dual boot Hackintosh, but this issue was occurring before OSX was ever introduced).
Any thoughts would be great, thanks.

Do you have the Etron driver installed?

USB-3 controllers enabled in Bios?
