Title: Z68X-UD3H-B3 - USB Stays Powered On

I have an external HD connected to the two blue USB3 ports on the back. When I turn off the PC (not sleep or hibernate) the LEDs on the external HD stay on, i.e. there is still power to external HD case. Is this normal? I would have expected that power will be off on all USB ports after shutting the system down.

No that is correct. It is done by design so that devices can be charged whist the computer is off.

No worries. It is one of the "features" that Gigabyte advertises. I am surprised that you haven't come across it already. They call it:

On/Off Charge Technology
