Title: Coil Whine: GA-78LMT-USB3

I am getting a coil whine from my computer and believe it is coming from somewhere around the CPU rather than the power supply. The coil Whine only occurs when a fan is connected to the CPU-FAN port, which is inconvenient as I kind of need it. So the fans that are connected to the port is two Arctic Cooling Arctic F9 PWM. The fans work fine on other ports and function very well so I know it's not the fans. I hope you can help me and below is the specifications of my computer.

Operating System: Windows 8.1
Motherboard: GA-78LMT-USB3
Processor: AMD FX-8350
Graphincs: AMD R9-270
RAM: 16GB

Similar issue, slightly different description:  CPU fan runs continuously at 100%, despite any changes in BIOS.  It sounds similar to the issues that GA-78LMT-USB3 v4.1 had with BIOS F2, corrected in F4.  Please review to determine if root cause is same & address appropriately.

Operating System: vSphere ESXI v5.5.0
