Title: Help overclocking my i5 4670K with a Z97M-D3H

Hey guys,
I have an i5 4670K and a Z97M-D3H board with a noctua NH-D14 for cooling.
When I change the clock ratio in BIOS, the change does not take effect when I save and exit to windows, even though the change to other things such as turning turbo boost off has taken effect. When I enter BIOS again, the clock speed says it is at 4000MHz, even though when I boot windows CPU-Z says it is only 3400MHz.
Any ideas what is going on?

FWIW CPU z always reads stock for me.

Try hardware monitor or core temp or other similar program.
