I have a Gigabyte Z97X-GAMMING 7 motherboard with an Intel Core i7 4790K and Crucial Ballistix 16GB kit (8GBx2) DDR3 PC3-12800 Unbuffered NON-ECC 1.5V 1024Meg x 64 (model BLT2CP8G3D1608DT1TX0CEU) RAM memory.
On the bios, if I set memory frequency to 1600, CPU clock sets to 4.4 GHz. Why this happens?
I have changed Memory Frequency to 1333 but CPU still has 4.4 GHz. And I can't change it.
How can I change it?

Have you looked at Advanced Frequency Settings under MIT in BIOS?

Page 43 in the book turn off the Turbo:
Intel(R) Turbo Boost Technology (Note)
Allows you to determine whether to enable the Intel CPU Turbo Boost technology. Auto lets the BIOS
automatically configure this setting. (Default: Auto)
