Title: AX370 Gaming 5 issues

Hello, been using my machine for some time, but recently I used BIOS AX370G5.23d and weird things started happening.
Firstly, my PC on reboot would get stuck on the CPU, so I removed my OC. It then got stuck on RAM, so I removed the XMP profile and then it got stock on VGA. I reverted back to the F10 BIOS and everything went back to normal, well... sort of. Before, I could OC my CPU to 4.1GHz on 1.39v. Now, I can't get it over 3.8GHz on 1.4v. This ONLY happened after the BIOS update. Is my mobo, or my CPU faulty? As I need to RMA one, or both of them!
