hi I have a gigabyte z370 motherboard it is a new build when I turned it on for the first time all the lights on the board flash on and off just one time but the lights on the rgb memory stay on also the fans or not goinging

In order to try and help, we really need more information. Your complete system specs, all connected devices and components.
If you aren't getting power up, fans or POST, I would verify all of my power connections. Reseat the connectors and ensure everything is connected properly and to the correct locations.
Sometimes it can be helpful to remove any items which aren't required for the system to start. Extra disks, video card, etc. If the components are not new, can they can be tested elsewhere. Example: power supply. Is the memory on the QVL for your board?
Just guessing since we know little more about your build besides the model MB you have.

Well that's part of the picture. Is your memory on the QVL (asked previously)?
Are all of the installed components confirmed to be working?
What troubleshooting steps have you performed?
Things like:
-Verifying connections (mentioned above)
-Performing a CLR_CMOS
-Removing GPU
-Attempting to start with 1 stick of RAM installed in DDR4_1
This will help you determine if the board is DOA, something isn't installed correctly, hardware incompatibility / defect, etc.

I'm guessing RAM or could be faulty part of m/b.
I'm on my 3rd m/b as first two were sent back, one with faulty DIMM slots and second with bent header pins.
Assume you have tried restarting it to see if problem clears as upon first power-up it may need a couple of power cycles to get itself going.
Also assume you have checked BIOS settings.
If so these two areas can be eliminated.
If you can check diagnostic code # and share (if possible), plus hardware LED's nearby DRAM/CPU etc

I don't think he's getting that far. No POST based on his description. He's not followed up, so we have no way of knowing how many times he's tried to start up, if his memory is on the QVL or what troubleshooting steps he's performed.
