PROBLEM: Bios doesn't boot or maybe is only the power

Hello everyone
i'll gona explain my problem.
I bought a motherboard X79 UD3 VER: 1.0 with a CPU i7 4820k, so every time i try to start the boot with every devices connected, my pc run and after one sec he turn off and restart in cycle.
I try everything, try without the case, triple check the connections devices, remove the CMOS battery, try with only one stick of RAM, changing PSU, ecc...still dosen't wana work, of course i've done this after have read some threads around this forum.
Now i'm sure is not the PSU just because as i say, i try with another one and still dosen't work, so i ask if it should be a problem of BIOS (like an update or something) or if it should be a problem about the motherboard where he can't reach enough power for himself.
what you think?

System:
Gigabyte GA-X79-UD3 VER: 1.0
Intel i7 4820k 3,7GHZ
VGA: SAPPHIRE HD 7950 Vapor-X
PSU: LEPA 750G (80+ Gold)
COOLING: ENERMAX ELC120TB (liquid cooling)
CASE: THERMALTAKE MS-III Commander

The bios might not support the CPU. You need bios F16 to support that CPU.

The bios might not support the CPU. You need bios F16 to support that CPU.

I know that, the point is how could i install the f16 upgrade if i can't get on the bios screen? i will need something like an other cpu? or maybe i can get into the bios without cpu?

the pc dosen't have an OS yet

You can do two things. Get or borrow a CPU 3820. You can send it back or take back to who you got it from.

To see if they can update it for you. There is no way that it will work till the bios is updated with a older CPU.
