z97x-sli Rear IO USB Ports Not Working?

Just built my new PC, its been a while (a decade), since I last built one. Everything booted up fine, windows installed fine, no errors. When I went to use the rear USB IO Ports, none of them work, had to use the USB Headers that are on the front of my computer case.

Am I missing something simple? Did I miss plugging something in? Is there a BIOS setting I need to change or something in the device manager?

Would also like to add that I bought this motherboard refurbished, so I would really like to know if its a hardware issue or if its on my end. Any help would be appreciated.

Verify your BIOS settings, but there are no settings that disable the rear ports exclusively.  There is nothing to "plug in" with onboard USB.  Have a look at Device Manager.  What do you see under the "Universal Serial Bus" controller heading?  Any issues there?

Didn't see any errors in device manager but I'm not Completely sure what I am supposed to be looking for under the USB section. Also went to the gigabyte website and downloaded all the drivers I could find.

Looked at the box the mother board came in again. Said "return due to defective ports" or something along those lines. Seems like if it was returned due to defective ports they would check it out before selling it again.

I doubt it.  I'd say you bought a lemon.  Replace it with identical board or move to another model.
