GTX 960 Windforce 2x OC fan never off

Hi!

I just installed the GTX 960 Windforce 2x OC (GV-N960OC-4GD) and updated the bios to the F2 Beta versio (Date 23.11.2015).

Initially I had the spin up issue many reported. That is now gone.

But, I purchased this card for the silent-mode. But I cannot get the fan to turn off! The GPU is at 23°C and the fans are still spinning at 1300rpm / 43%.

How do I reduce this limit?

Also, I have Windows and OS X on this system. Is there a way to modify this in the BIOS so that it applies to both operating systems?

Mine to but sometimes i turn off or restart the fan will turn off and sometimes it dont and i dont know should i update my bios or not because some people say it will only change the minimum fan speed to 45%. Btw i only use msi afterburner others ,no uninstall it already.
