On GA-970A-DS3 magicjack works on USB 3.0 but not other USB ports?!

The title pretty much sums it up.  I have a magicjack that works on other PCs fine.  On my GA-970A-D3, when I plug in the unit in any regular USB 2.0 slot, it says the device did "not install" and that a USB device "has malfunctioned."  This happens in every 2.0 slot.  However, in the USB 3.0 slot, everything works fine.

Any idea why this would be?  Sounds like a driver issue, but there are no drivers that I know of for USB 2.0 ports.  I have installed the AMD 13.4 Chipset drivers which just have a USB 1.1 filter driver.  I have tried the magicjack with this installed and uninstalled.  I really don't want to occupy a 3.0 slot with the magicJack.

This was done multiple times on a clean install/format of the system.

You will have to use the USB 3.0 ports though as a workaround.

Well I assumed that.  But why are the 2.0 ports not detecting it?

Thanks for the link.  Part of the issue, however, is that the two drives MJ makes up aren't being detected, so there is nothing in Windows Update to download.  I suppose I could download the driver myself, but I'm not sure where to get these.  Besides, the drivers install when plugged into USB 3.0.
