M85M-US2H shuts down instead of reboot

M85M-US2H shuts down instead of reboot

I have a M85M-US2H motherboard. When the OS (windows 7) requests a restart the PC shuts down rather than reboots. In all other respects it operates normally.
Any ideas what is wrong?
