X79-UP4 DDR3 Configuration Question

I am trying to get my brand new X79-UP4 Rev 1.1 to boot.  When I activate the PS switch on the case, I get the CPU cooler fan, system fan (connected to SYS_FAN1), and the GPU fan to spin, but nothing else.   No activity on the monitor, no beeps ...

I have checked the power supply voltages, and all appear to be OK at the board connectors.   The voltage check was not at load.  The GPU works OK in another PC, as does the monitor.

The configuration is:
X79-UP4
Intel i7-3930K
Geforce GTX 670
OCZ 500W power supply
Samsung SSD

The memory sticks used are 3 Corsair XMS3, CMX6GX3M3A1333C9, 1333MHz 6GB (3x2GB) 1.50 V

I put the 3 sticks in DDR3_1, DDR3_2, and DDR3_3.

Am I putting the memory in the correct locations?    Any advice for next steps?

DDR3_1, DDR3_2, and DDR3_3...is OK.
Try to borrow another PSU,OCZ is well known to make problem with GB boards and
maybe GTX 670 need more power then 500W.
