Is it possible to raise 4-Core Turbo Ratio on non-K CPUs and B85 motherboards?

Hello,
I like GIGABYTE motherboard. They are simple, easy and stable.
They play good sound.

I bought GA-B85M-D3H and i7-4770S. We can change the Turbo Ratio on F7 bios.
(See the attached picture please.)

I set the Uncore/4-Core Ratio to 39 and ran Cinebench CPU.
It could get only 3500MHz (normal turbo ratio). :-/

I did it on ASRock H87 Performance too, and it could get 3900MHz.

I heard ASUS Z87 motherboards can also raise the non-K CPU Turbo Ratio.

Is it possible to raise 4-Core Turbo Ratio on your B85 and 4770S?
Do you plan to add the feature?
