Problem with CPU Fan speed

Problem with CPU Fan speed

English is not my first language.

Recently i changed the fan case, because it was too loud. The new one on the start worked super silent, now the noise is louder. I checked on Easy Tune 6, and rpm for fan case are 2000 rpm, and then i noticed that rpm for my cpu fan are1056 rpm and the bar is set on 1000. If I move the bar for more, it became red. My cpu fan is that one who came with the cpu.

My CPU is Intel i3-3220
 MB H61M-S2PV rev.2.1



So, i'm asking myself is this good? Should i change the cpu fan?

And how can i control the fan case with easy tune 6 or BIOS? Can I?
