My bad
was eating dinner and obviously not reading correctly. So with this disabled, you don't see WoL function? It may not be visibly present, but the capability (power on PCIe event) gets enabled. If disabled and its not present, I would move on to the RealTek NIC's properties, Configure button, then ensure power management settings are correct, and ensure WoL capability is enabled for the NIC. Test.
Ensure your windows firewall settings are appropriate. Also ensure your router has the correct ports forwarded for VNC, wake packets etc.
