CPU temp much higher in bios than hwmonitor

Hey everybody, I'm new here and I've got some issues on my first build. I have an i7 4790k processor and an h60 corsair water cooler. When idling in bios it tells me  the cpu temp is 70° celsius and at immediate start up is 60° celsius which is extremely high for just starting up overnight, but I think the bios is wrong. While idling on my desktop it shows 28-32° celsius when I use hwmonitor and another program I forgot the name of, which both show that the cpu temp is the same. I think there's a glitch in the bios which is making it say it is far hotter than it really is. Is this possible and has anyone else had this issue?

Just to give some more info I have a gigabyte motherboard and bios
