help!!! cpu_opt doesnt work

cpu_opt doesnt work after long shutdown... then sometimes just turns on after 30 mins or so.. ((i plug in the stock cpu fan to know if it'll turn on) then plug the cpu pump on sys_fan 1)

mobo: gigabyte z97x gaming 5
