Turbo boost not work Z97-UD3H

Turbo boost not work Z97-UD3H

Rev 1.0 F6
CPU i5-4690K
I have tried many options and not working.
I want to have a profile does not overclock (standard)  no turbo x35 turbo x38, but always in Windows i see CPU ratio set in turbo.
How fix?
