Should the H97M-D3H stay powered on without a CPU?

Hello,

I've been having a long troubleshooting session which has come to a stall as I ran out of components to test with.

My H97M-D3H bootloops every 3.5 seconds, with nothing on the screen (unfortunately I have no speaker to listen for beeps). So does my Z97M-D3H.

So it boils down to broken PSU or CPU, assuming at least one of the two motherboards is okay. I noticed the system bootloops in the same way even when I remove the CPU. So I wonder:  Is it supposed to or should it be staying on (ie it's a problem with the PSU)?

Edit: So I get two beeps as it starts, and another as it powers down. I looked on the internet and that's supposed to be a parity check error, which makes no sense as I have no RAM on.

Hello,

My Computer is unable to display anything on the screen. Monitor does not start-up. Computer boots up as lights can be seen. CPU fan / Other fans etc all starts but NO DISPLAY.
Had tried to install WINDOWS 10 over WINDOWS 8.1 and had failed Installation and after this problem started.

Are you using a video card or onboard graphics?  Have you tried CLR_CMOS or a battery pull?  You need to strip the boards down completely and work with one platform until you can confirm the components are working.  Then you can figure out what's broken or not working.

Can you kindly start a new thread :P.  Although you have the same MB, your issue is unrelated the OP's problem... failed OS upgrade.  Hi-jacking someone's thread makes it extremely difficult for others to follow the problem or find solutions.

I had tried what you suggest, plus everything else I could think of, like moving and/or removing the memory modules around. After a full week of no progress I had to take it to a shop for someone to try a new different CPU on it and it turned out that the CPU was the culprit. I got a better PSU for good measure as well.
