Ha-ha! Just got to the bottom of the problem.

There are 2 models of the GTX 960 WindForce 2x OC 4GB - one has the product code GV-N960OC-4GD (the card I have), the better card has product code GV-N960WF2OC-4GD (apparently). The better card has zero-fan mode and looks to be better supported with BIOS updates. This smacks of dumping an inferior product to market by using exactly the same name (but different IDs).

Congratulations, Gigabyte, you just lost a wealthy customer - forever!

I emailed them about this issue about 5 weeks ago, got a standard response.
Then yesterday they emailed me with a bios update for the card.
I used Display Driver Uninstaller to clean out my display drivers, Gigabytes VGA tool to back up the bios...then flashed it with the new version.
No more revving and so far everything is fine.

The bios file is - N960O4GDF2

The Bios update only changed that fan speed is now at 43% minimum. That "solves" the problem but this could be done with the OC Guru too :/
