Greetings,
The behavior you are describing isn't a bug or something that has to be "fixed".  Fast/Ultra Fast Boot purposefully disables some checks that normally occur during POST.

Ways to regain control of your system:

Use a PS/2 keyboard
If you only have a USB keyboard, plug it into a USB 2.0 port
If your board has a BIOS Reset switch - use it
If you board has a CLR_CMOS jumper try that

Be sure to follow the instructions in your manually for using the switch or jumper.  Some board, you leave connected to power, others you don't depending on which method you use.

Once you get the setting disabled, I suggest you leave it off.

It is a bug. If Full USB initialization is selected USB needs to work and thus keyboard and mouse and any other USB device, but USB is not initializing even when FULL initialization is selected.

From the manual...….

USB Support
Disabled All USB devices are disabled before the OS boot process completes.

Full Initial All USB devices are functional in the operating system and during the POST. (Default)

Partial Initial Part of the USB devices are disabled before the OS boot process completes.

This item is configurable only when Fast Boot is set to Enabled. This function is disabled when Fast Boot is set to Ultra Fast.

Its not a bug.  If you want Disabled, Full or Partial, change the boot to "Fast".  If you set to "Ultra Fast" it will override the setting, regardless of what you selected.
