Can Gigabyte GTX 950 fans work independently??

Can Gigabyte GTX 950 fans work independently??

Gigabyte GTX 950 Xtreme edition, both fans work when the card is on heavy load but sometimes when the card is cool enough only one fan stops and the other keeps working , so my question is quite simple , is this a feature of the card ??
