Z170X-GAMING 3 Intel Management Engine Interface install fail code 1603

New win 10 machine, I've installed the other drivers from the Gigabyte website, now trying to install mb_driver_intel_me_100series.zip from either the website or the disk which shipped with my motherboard, the installation fails with "fatal error during installation". Logs attached (error code is 1603), and here is my dxdiag:

I've been having trouble with usb devices (mouse, keyboard, camera) disappearing and immediately reconnecting a couple times an hour. I wonder if this might be related.

Any suggestions for how to troubleshoot this?

I never found a solution to this or my disconnection troubles. I'm going to assume it's a defective motherboard, but with go with a brand other than Gigabyte for the replacement because their support is terrible.
