Problems with GA-F2A88x-UP4

Hi. I have been trying to overclock my A10-7700k on my Gigabyte F2A88x-UP4 and have ran into some problems. I am using Vista 64 bit as an operating system. When I set my multiplier to 40 and my vcore to 1.363 and disable cool and quiet (all in the bios) it will boot into windows, but AMD overdrive says only two cores are at 4 ghz and two are at 1.8 ghz or so. I don't understand why only two are being overclocked. It says all four cores are overclocked in the bios, so I am thinking it is a problem with windows.

Another thing I have noticed is that when I set everything to stock settings that the motherboard is supplying the processor with 1.45v in turbo. That seems like overkill to me. If I manually set the vcore to 1.363 or so it still says it is supplying 1.45v when it goes into turbo. My main goal is to overclock to 4 ghz, but if that doesn't work I want the stock vcore to not be that high if it doesn't have to be.
