H170-D3HP won't restart

have new H170-D3Hp with i7 6700K processor, 16 GB Crucial DDR4 RAM. running an AMD Firepro 3900. Samsung 951 256 GB M.2 NVMe drive. Thermaltake TR2 600 W PSU.
Everything was working fine but now my system won't restart. It keeps trying to start then shuts down, then tries again. I have to unplug the PC, then push the start button. The first push lights up then turns off immediately. The second push restarts the system but it won't boot into the BIOS setting and it takes an unusually long time to get to Windows 10. Once it is up and running everything seems to work fine. As soon as I re-start again or cold boot the same exact symptoms occur. Any thoughts? feel free to email me.

Did you try the on-board video just to see if might be the video card? If that doesn't work try one stick of memory and try all the memory one stick at a time.
