Z170 Gaming 5 Type C - Type A issues

I've been trying to connect a Type A portable hard drive to my computer via the Type C 3.1 Port. But nothing seems to register. There is no power being fed to the portable hd. I can confirm the port does work as a Type C - Type C cable works.

This is the cable that I'm using http://www.belkin.com/au/F2CU029-Belkin/p/P-F2CU029;jsessionid=3677AED6471F18D9D172097FDD890E6D/ . I can confirm that the cable does work when the Type A side is plugged in and the Type C side is plugged into the peripheries.

Any clues as to how I can get this to work? I can only assume that either the Type C port doesn't support such a connection or that the cable isn't designed to work as such. But I'm confused as the belkin website does suggest that you can connect a Macbook (Type C) -> a portable HD (Type A).
