To be honest there is nothing that is jumping out and saying "Yoo Hoo, I'm the culprit!" which is a real bu**er and makes the problem harder to diagnose.
As a matter of interest have you tried changing the slot that you have put your SoundBlaster card into?
It may seem stupid but I have a M-Audio Delta 1010 sound card and it can be quite particular about the PCI slot it is put into. It might be worth trying the other slot if you haven't already done so, just to see if it makes a difference.
It is also be worth checking the IRQ address of the soundcard as sometimes this can create problems especially if Windows allocates the same address to other hardware.
Another thing to try in BIOS, is disabling the Serial Port and Parallel Ports if you are not using them, as I have found that these can sometimes conflict with audio cards even if there is no hardware attached as Windows will still assign IRQ addresses if they are active/enabled.
