Gigabyte x399 Aorus Extreme PCI express lanes issues

Just wondering if anybody else having issues on the latest F4, and previous BIOS, with USB PCI express cards on any PCI express slot.
I'm getting all USB PCI express cards not installing all the host controllers correctly with the 2 bought
"StarTech.com 4 Port PCI  PCI-E USB 2.0 Card"
, one of the 4 host controllers don't install plus the unknown USB device area below, or
"StarTech.com 4 Port PCI Express (PCIe) SuperSpeed USB 3.0 Card Adapter w/ 2 Dedicated 5Gbps Channels - UASP - SATA / LP4 Power"
giving power surge when any USB device is inserted. I then changed to another brand,
"SilverStone SST-ECU01 - SuperSpeed 2x internal USB 3.0 PCI-E Express Card Gen 2.0 x2, 10Gbpy",
and got the "unknown USB device, USB descriptor failed" error.
With all of these errors other than the first USB 2.0 card the device drivers didn't show an error in device manager and so had successfully installed either with the Windows 10 drivers or with the manufacturers recommended drivers.

I have ordered a replacement gigabyte motherboard, arrives on Saturday, but I just thought I'd check beforehand to see if others are having a problem with this particular board. I moved to AMD because I was reassured that with AMD CPU and motherboard chipsets the USB has a better USB bandwidth implementation than Intel motherboards but so far that has not been the case. I have a lot of USB bandwidth hungry devices as I run on this enthusiast motherboard a racing chair motion simulator with my Fanatec wheel and pedals with a total of 13 USB devices.

I've got a MSI X 399 Meg creation on order if I need to jump ship but really I'm a gigabyte fan boy and their supporters been very good so far. The MSI does have more phases and more lanes if I'm not mistaken so that might help my situation. I'm still hoping that I don't have to go to a full workstation motherboard to solve this USB issue which I think will become more problematic as I haven't even included my Samsung Odyssey VR headset which I know is a definite USB hog, but I'll faced that problem once I solve this initial PCI express card issue.
